Query related to weight gain.

I am Male, 26 years and have 172 cm Height. My weight is 60 Kg. I want to gain at least 10 Kg more. For that I have been eating fat rich food. Also I am taking Whey HQ Isolate. Somebody suggested me that Whey Isolate protein helps in building muscular mass. But since last 2 months no changes in the body have been observed and weight is also the same, instead, my belly fat has increased.  I want to ask 1. Do weight gain supplements really help in gaining muscular mass and how much time will it take to gain 10 kg? Instead of having a uniform fat distribution, why my belly fat has increased? 2. Is my current weight normal as per my height?
