Brain and Spine Problems

My mother is suffering from hand pain (nervs pain) she can not move hand up and back and can not drive scooty.. She is a teacher ...please suggest.. Is this problem is orthopaedic department ?

My father is unable to walk he always on bed.before 5 years he had injury on his head and he also operated.but he is unable to move please give me any solution..
