Gaps between lower teeth can be closed before closing upper teeth gaps? or both upper and lower teeth gaps will be closed at the same time?

I am having mouth ulcer problem.i am having habit of ghutka..But by taking for 3 days.mouth becomes ok..their after again chewing ghutka...problem again arises.Now i want to leave ghutka.kindly advice for medicine.there is a dark black spot inside cheek and 5 small black dots in tounge..How to remove spots and any medicine so ghutka habbit can be stopped
