Itching and flakes with water coming out from center of scalp. Serious Itching from years. Please suggest

Am facing rashes which appers as mosquito bits but actually not this appear more at night stay for 2-3 hr and then disappear they are a bit red in colour and somewhat itchy after using Atarax 15mg tablet this don't appear 5 days again continues after 5 days. Is this related to any blood infection? It's been since a month am facing this. What are the possible reasons for this to occur and what are the solutions?
