Skin, Hair and Nail Problems

From past few days my dad's arm has been fulled with rashes. Some are like heat rash and some are like bristles. They are not itchy but painful mild. I am attaching the image. Please help me if it is chicken pox or something else.

I am facing hairfall issue , whenever i comb my hair in the morning atleast 50 60 strands fall , i could see hair strands everywhere in house and in office too , its really embarrassing and uncomfortable.
