Skin, Hair and Nail Problems

My nephew is 4 years old. We just noticed a few itchy black bumps in his thigh and over the penis and scrotum.  What is it ? Is this a serious problem?

Option 1: Using heat on hair twice a week with heat protectant and deep conditioning once a week and a leave in conditioner Option 2: Getting a salon based treatment like Hair Botox/Nanoplastia every 3-4 months The idea is for hair to be more manageable and frizz free and I want to understand which out of the two options is less damaging in long term. My father who is 64 years old is bald.. his scalp has too much flakes and dandruff..it is too much irritating for him also..im winter its increased.what should he does??what can be used ?

Sir/Madam Pictures attached of a white blister like spot after i touched a hot utensil. But there seems to be no liquid inside the blister. No unusual pain, no burning sensation. Is it serious? I am worried. Till now taking care at home by cleaning hands with soap and Luke warm water and applying Vaseline on it. Kindly help... Regards

Clinical Presentation: Morphology: Approx 3cm circular patch. The center is smooth. The border shows roughness, which appears to be short, broken hairs. Sensory Deficit (Crucial): I have tested the area with thermal (ice) and mechanical (pin) stimuli. The patch shows definite Hypoesthesia (diminished sensation) compared to the surrounding scalp. It is not totally anesthetic but significantly duller. Associated Symptoms: No itch in the spot itself.
