I have a radiating pain from neck to bicep is this disc compression?? Some are suggesting to go for surgery or some are suggesting for physiotherapy

My mother has severe backache and pain radiating in her left leg because of which she is finding it difficult even to walk. she is in acute pain. finding it difficult to even sit or walk.
