Tooth and Mouth Problems

I have had recurrent mouth ulcers since childhood, the frequency of which, off late, has increased with ulcers being very painful, can you please guide which speciality doctor to consult for these?

I have developed a white lesion near my third molar since last 30 days. Applying kenacort gel & gurgling with hexidine mouthwash since last 15 days. It has no pain or bleeding. I am a non smoker. Since inception it has reduced slightly as I can visualise but it doesnt completly go away. Can you advise what it is & how much time it will take to heal. I took ortho treatment earlier due to gums bleeding by intersecting upper teeth to lower gums. Treatment is completed but still i am getting bleeding. Later doctor suggested me to take x ray report. After seeing. X ray report, now he suggested to go with flap surgery due to bone loss in gums. I want to how much it costs for surgery and suggest me the best doctor
