Skin, Hair and Nail Problems

Hello My mother have some light black flaky bump on her scalp. I want to know what is this and how to diagnose this. Do I need to worry and is it serious ?Is there any way to treat and cure this ? What medicine or tests need to be done ? I'm enclosing a picture of the same . Please reply asap.

I am 22 yo .I previously consulted with dermatologist an year ago he recommended to use morr f 5 Percent but after 2 months I stopped although I was able to see some hair growth. But I decided to restart morr f from 15 days I am using it. Will it regrow my hair back which came from the first application of minoxidil. Will I be able to see any results again?
