My friend got tested himself for diabities and his HB1AC was found to be 13.9 what should be the next course of action as it is extremely high

I am having frequent urination from past two weeks. I dont have any severe thirst as such. I measured my water intake for a day to be 2000ml and urine output is around 1700ml. Normal values of KFT and Urine R/M. PP blood sugar is 108. Urine Osmolarity is 584 Serum Osmolarity is 295. I always have high sodium in the range of 143-144 for past 3 years. Could this be Diabetes Insipidus?

My wife recently diagnosed with sugar of hb1ac 10.6 , with fasting 190 and post is 233. How to deal with this situation ? We r recently married and we are planning for baby . Does starting tablets at this stage will cause complications if in case of pregnancy. Pls advise
