For the last 10-12 days , experiencing shortness of breath whenever there is My physical activity. Echo shows fluid accumulation in lungs. What causes this to happen?

Echocardiogram

My echocardiography shows dilation of Aortic root and Ascending Aorta.(45mm ). No Dissection. Is it necessary that my further treatment for hypertension etc. should be under a Cardiologist or for the time being can consult with a General Physician. My treating physician has advised me to see a  Cardiologist.
