Ear-Nose-Throat Problems

Hello all, The problem i am facing is i am having irritation in my throat which results in coughing, also due to excess amount of cough i face difficulty in breathing. I went to a pulmonologist for the same he told me i have a allergy the difficulty in breathing is solved but still have irritation and coughing. Also i thing sometimes i have almost grey mucus. Any advice to which doctor should i visit. I have attached a image of mucus. I think it is slightly greyish
