My mom suffering from arthritis she is visited best of best doctor but no improvement is seen please help..

Mv mom has been suffering from lower back pain since years slowly from one year the pain spread to her rght leg,she has been taking medicine and also consult a physio therapist,she felt some relax but again she is cryng because of pain, she is unable to stand for a minutes .Dr. adviced for surgery, is it necessery? i need a help plz answer me
