Skin, Hair and Nail Problems

Hi doc , i suddenly observed these red inflamated rash on both hands near elbow , they are not itchy but pain at times i touch it . I used oint tbact yesterday and now but unable to figure why and what is the reason please help me out

I’ve been dealing with recurring red rashes in the groin area for several months. The rashes appear where the underwear touches the skin. When I apply  antifungal cream( clobetasol propionate.05%& salicylic acid6%), they go away within 2–3 days, but they return again in just 2-3 days . The area becomes itchy, irritated.Kindly suggest a proper diagnosis and a permanent solution. Attached images for reference, please help
