Skin, Hair and Nail Problems

This area of penis turns red and wrinkles appear like this and increased sensation. When touched it feels sticky in this part with increased sensitivity. This happens normally after masturbation or even without masturbation, after washing the area or maybe when trying to hold pee for sometime. The inner side of foreskin covering this area also turns red at the same time with increased sensitivity and a weird stimulating feeling in foreskin. Previously such things never happened. What is the cause? What is the treatment? Is this something serious? Please check the pictures.

I had a skin rash (Black) near my thighs last tear.
