My skin is darkening from both cheeks and under eyes, chin and near mouth. Is this anny kind of infection or sun Radiation or some diet issues.

I have been facing the pin point red dot on my both the arms. They are scattered all over and few on legs and stomach. They are red in color like bleeding under skin. Should I be concerned about them.
