Skin, Hair and Nail Problems

Hi I'm getting these red spots continously from last 1.5 years. I thought they will go but these will come and go . I don't even see any itching just they from and go . Mainly I can see these on my hands and legs . Please suggest

What type of skin disease how it is formed what are kind of skin infection is it pls tell name of skin disease it is curable or not

Surrounding of the finger is paining and bit swollen has redness. Only one finger on the right hand.
