Should I wash off the moisturizer cream before applying steroid cream or should I apply steroid cream over the moisturizer after leaving it for 30mins?

Scales form on my skin during winters.
During winters, my skin becomes extremely dry and thin brown scales like layer form on my skin particularly on my arms, legs and stomach. They start forming when winter starts in November and they disappear around April. In summers and monsoon I look normal. My brother also has the same problem so it maybe genetic.

I am using minoxydile once in TWO days ,so my doubt is how much quantity of minoxydile should i use ...as my one ML of minoxydile solution is not enough for whole crown area ...so could i use TWO ml of solution at a time to treat mh whole crown area .
