Attaching report please suggest next course of action uncomfortable feeling below down frequently urination and urge to urine now stopped after urispas and alkacitral.

UTI recurrence many times after urine R/m and culture, medicines are change as per bacterial infection Ecoli Or Pseudomonas. Father got continue treatment many times. He is unable to urinate and use of indwelling foley catheter changed as regular time interval for 3 years with proper penis cleaning to maintain hygeine. He is not willing to make endoscopy operation treatment. Please suggest me, is endoscopy is necessary to prevent from UTI recurrence.
