Suffering from allergy in throat and nose blocked always no matter what the season is... Always my nose and throat is blocked... Which doctor should i see

I had no good sleep from last 2 days and that caused tired and started throat pain severely. Formed reddish throat. Trued salt water goggling and azicip 500. Any good suggestion to recover quickly.

I had haemangioma sevreal months ago caused due to burning of upper palate of mouth. I underwent a surgery to get it removed. Since then there was cavity in the upper jaw and muscles filled in gradually. But again, the muscles at the same point are being over grown. Is that again coming out?
