My baby is 3 month old. She has neck rashes. I want to know what is the reason behind these rashes and how to treat this. From last 15 days she stuffing from these rashes.

My baby is 15 days old and some tears like liquid coming out from his right eye which gets concerted into green stick thing which we are wipping with cloth..what can be the reason
