Confusion while talking

I have great trouble talking.I jumble the words and cant speak them in a proper sentence.i just say the word wrong in the sentence which is completely unrelated to the topic.I am taking vit b12 tablets as i thought this might help but still the same problem. Also,I feel weak and get weird pain and tingling in my head.

I m having mild lumbar scoliosis, Spina Bifida & Tethered Spinal Cord at L-3. EMG & NCV test r normal. There is continuous Neck & Lower back pain.
