I've been having constant neck and waist pain from past 1 month...i have seen many doctors and taken lots of medicine but no use...kindly help me

There is pain in my father's lower back.. as per MRI SLIP DISC problem in lower back.. two of the disc is shifted towards right.. hence right leg is giving miserable pain to my father.. unable to walk or sit.. please suggest some medication or exercise as he don't want to go for surgery.
