Had fever 2 weeks back with sharp bone pain .Fever is been cured but my bone pain is still hurting me kindly help

I am a defense personnel. My Knee got twisted on 16 oct. Mild swelling and pain since then. MRI report shows Complex full thickness tear in medial meniscus. Adviced by a Dr. for arthroscopy. However another Dr adviced for 3 weeks physiotherapy. Now I want to know if surgery is mandatory or physiotherapy can help. No instability of knee, only click sound sometimes, mild pain.

Both the legs are sometimes swelled during some physical activities in shop. Morning time swelling is least and gradually increases during the day. But if there is no much physical activities then swelling is same as morning time. Swelling normally occur below the knees until foot on each legs.

I have started experiencing stiffness in the neck for the past two days. I initially thought it's due to sleeping wrong but it still persists. There is no pain but a lot of discomfort.
