I have a skin tag on my arm pit since many years. Today I express pain when I touched it. Please help. Is it a cause of concern?

I have been experiencing itchy bumps/pimples on my penis, scrotum and it has spread a little towards the anus area as well. These bumps are very itchy and I had applied an ointment on the affected areas which had the composition of clobetasol propionate, neomycin sulphate and miconazole nitrate after which the itching and formation of new bumps had reduced. But after i stopped using the ointment I have been experiencing it again.
