I got a blood test for thyroid. T3-95 T4-7 THS is 4.33. Im assumin my thyroid is borderline. Do i take medication? Is this normal. Im not able to lose weight andy hair quality has worsened

My mother is diabetic from last 15 years, and started taking insulin from last 6 months and she was  was taking ryzodeg insulin as per suggestions of KMC Mangalore doctor, but after some 4 months she is taking mixtard 30 as per suggestions of local physician in Bhadravthi (Karnataka). Please brief me the difference b/W two and also suggest me which is better.
