Cannot lose weight despite working out

I suffer from hypothyroidism and am currently taking 150 mg tablets daily. 3 years ago I also found out that I have developed PCOD and despite leading a relatively healthy lifestyle- working out (strength and cardio) and practising intermittent fasting, I am unable to lose weight. Even if there is a weightloss, it is very insignificant. This is leading to a lot of frustration and de motivation. Despite categorising myself as an individual with a relatively healthy lifestyle, I have gained 20 kilograms in the past 2 years. What can I do? Is there any way I can figure out what the problem is?

Age : 29, Wt : 98 kgs, Height : 168 cms | Fasting sugar : 135, PP Sugar : 161. When I do gym sugar drops to 94, but after dinner in morning fasting goes upto 130 Please tell me if this is frank diabetes or pre-diabetes and why?

I have my full body checkup results with me. The problem that I am facing is - Hair fall (excessive). Bold levels in the report - My hb1Ac is 5.4 Insulin fasting 2.44 Lipase 55.3 FRUCTOSAMINE - 296.2 Blood ketone <0.2 MCV LEVELS (screenshot attached) 1- Am I diabetic? 2- what is FRUCTOSAMINE? 2- How does all of this connect to my HAIR FALL?
