Is this TSH level fine?

My wife didn't have thyroid in past and there is no family history of thyroid. But recently 5 month ago she was conceived and after 8 weeks, there was no baby birth and we lost the baby. After that doctor has advised us to do blood tests. Then TSH levels in her blood were, 4.125 mIU/L. Doctor said, she has thyroid at starting stage. After 5 months, i.e, yesterday, she has taken Thyroid test again and below is the report. THYROID PROFILE (TOTAL T3, TOTAL T4, TSH) , SERUM TRI-IODOTHYRONINE (T3, TOTAL) 0.85 ng/mL THYROXINE (T4, TOTAL) 8.01 µg/dL THYROID STIMULATING HORMONE (TSH) 4.96 mIU/L In the test report under TSH results, there was something mentioned as 0.34-5.60 mIU/L as Bio. Ref. Range. .. What does this range mean? And. How do we proceed with this ?
