Ear-Nose-Throat Problems

I am having fever and runny nose since yesterday. Cough is not so severe but throat is painful.

I have an inflated mass of tissues near right ear.This problem has been since my childhood i.e for 50 years. It does not cause any sort of mechanical pain nor has resulted in any other casualty. It just persists. I would like to get it operated. Before which i would like to consult a doctor and ask him the needful queries. Please help me out.

I had undergone the Tympanoplasty Surgery of left ear on 17 Oct it's been 1 month and now I can hear better than before, though it's less compared to my Right ear. Will my left ear recover totally as it was before just like my right ear? Or it will improve lil but won't be perfect like Right ear? And if it will how long it takes?

My mom is having water bubble kind of ulcer/sore/blister (chaala) inside throat since 6 months. please advise.
