Are all teeth of a 3 year old (including molar and premolar) regenerative? I mean can it regrow once decayed and derooted?

I have tmj disorder problem. So today my doctor gave me tmj splint to wear 24*7. How should I bite on my tmj splint? Should it be hard or normal or anything else?
