I have a raised scar on my arm from a burn. Is there anything I can do to flatten it?

Hi sir/madam I have itching after bathing since 5-6 years , primarily affecting my arms, chest, and legs. Occasionally, itching also occurs after sweating. This itching lasts for about 15-20 minutes and then subsides, returning to normal. The itching is quite irritating. However, there are no rashes or marks present when the itching occurs. Please give me Any suggestions what i do for this problem?
