Skin, Hair and Nail Problems

Hi doctors, I have skin tags on my shoulder and neck area. I went to ask for treatment for it, but as a student, it's very expensive. Are there any cheaper alternatives to surgery? Or is surgery the only option I have? The image is attached for reference.

I have normal to oily skin and dark spots below the mouth and nose. I use multani mitti, sandalwood and rose water paste to cure it. What should be my daily skin care routine for glow, smooth skin and no marks or spots and how much in a day should I face wash and what to do with my dark spots.
