Can sideeffect of steroid appear after 2-3 year of stopping it ? Can i experience side effect after 2-3 years and nothing at that time ?? Like is used topical steroid in 2017 and having side effect in 2020?

I have several dark spots on my nose. Overtime they are increasing in number and now I also have a few on my cheeks or just below my eyes. Most of them look like brown spots while some look like tiny moles on the skin. I have a combination sensitive skin and I'm not prone to acne. I use a sunscreen when I go out and also cover my face. I would like to know the reason these spots are appearing and how to lighten them or get rid of them completely. I am almost 28 years old unlike the what the app calculated.
