Facing dryness and itching at the specific area of the leg, need medication to cure the skin disease

My mother has red spots on her leg at different places. Initially those spots use to bleed and now they are brown bruises. Its been a while almost 4 years since she has had this problem now. I wanted to know if its a serious issue or needs to be taken care immediately. Someone diagnosed it as varicose earlier do you also think its the same thing? Also she is a little fat which gives more intuition towards varicose. Please help.

I have food allergy. I got full rashes all over face legs. I consulted dermatologist he gave levocitirizine in night. I have taken that only 3 days and stopped . Now again after 6 days i am getting allergy rashes in leg( i ate pickle and baji). Can i put levocitirizine in morning as i am getting itchiness. My mistake doc told me to take dose for 20days but i have taken 3 days only. Pls advice can i take levocitirizine in morning
