Skin, Hair and Nail Problems

My father is 63 y/o. Recently we have noticed some white spots on his body. First spot was appeared 5years ago. Now there are 10-15 on the chest and back area. The spots are grain sized and non itchy. Is it first stage vitiligo? will it be spreaded on face? (My fathers maternal uncle's family had a history of vitiligo) Should we consult to some doctor? Can it be reversed? Can medications help? we don't want to go through laser therapy or anything. Thanks in advance

2 weeks ago I noticed a very small blister on my frenulum, over a few days it grew big with white substance on it. It doesn't hurt nor does it itch. It just stings when I touch it that too only at the initiate touch. It's been more than 2 weeks but it doesn't look like it's healing. What could it be?
