I am facing the some infection on my face from last one month...Pic is attached. Can any one help me regarding this? Which doctor is good for me?

I am a 27 year old male, since last 5 months I have been suffering from some kind of skin disease (attached screenshot), which looks as if there is internal bleeding. It's increasing in size. There is no itching or pain. I am not diabetic. Initially the doctor said it's normal and will go away on its own but instead I see it's growing and also started to appear in hands. Does anyone know what exactly it is?
