Urine dysmorphic RBC test

Can urine dysmorphic RBC test confirm that blood in urine is from renal or urethral region? I had 10-12 cells/hpf in urine and when gave sample for the above test 4 days later it was 1-2 cells/hpf. So the test came out to be negative. It was a random sample. Don't know if the sample was misleading.
