What this rectal prolapse contradiction for surgery mean? Does this mean that surgery is not the option for complete rectal prolapse.

My wife is on lactation and also have fissure in ano.Already taken cremaffin syrup and lectifiber but still the motion is hard and dry.Please suggest some remedy.
