My blood glucose was 10 mmol/l post 1 hour of eating lunch . Is this alarming ? Does this count into be pre diabetic or diabetic?

Regarding Gestational Diabetes!
My wife has a gestational diabetes, after blood check up it is found that FBS:109mg/dl & PPBS:168 mg/dl. Doctor recommended 1) Novomix30 insulin injection : 10units, 30 mins before breakfast & 6 units, 30mins before dinner. 2 ) Glycomet SR 500 after breakfast and dinner. Within 3 days, FBS is now reads 81 and PPBS reads 93. Kindly suggest, should we continue the recommended dose? Our doctor is saying ' yes ' and in case less than 60 drop the insulin by 2 units . My mind is reasoning that if everything in the normal range, can't we stop taking doses or at least there should be decrement in the doses, why we wait till less than. 60?. Why we oscillate around the normal range ? Please help.
