Ear-Nose-Throat Problems

I am facing nose blooding problem frequently is it a very serious issue? It also happened in early days but now I am facing this problem very frequently even in my office..is it a very serious issue and what is the best process to resolve it?

My nose has been blocked for the past few months. I use Otrinoz nasal drops almost everyday because of it. My throat has been sore for the past few days. About two months ago I was prescribed with moxclav for cold but it caused stomach problems. My nose block never goes. I gargled with betadine for temporary relief of throat. Persistant cough.

My mother has been having sever e chronic cough since last 15years. Doctors say it is an allergy, gave tablets and cough syrup which has been of no help. I want to know which doctor to consult for this. Please assist.
