Ear-Nose-Throat Problems

Hi sir/ma'am, Sir, I have a lot of throat pain for last two  three days,  so sir suggest me what should I do in this situation.

So whenever I sleep or try to sit under a fan or air conditioner my nose gets block On one side sometimes both the side this problem has been there for about 1 and half year what is this problem called

Can i order nebulizer for taking water steam to lungs. Is it necessary to take medicines only with nebulizer? We take water steam from a utensil directly. I was thinking to purchase nebulizer for same. Is there any health risk upon using nebulizers regularly for non-asthama patients?
