Hii,50days old how much time take to empty one breast? And Right now in each feed she is taking only 15 minutes,is this normal?

Hii,my newborn baby had bilirubin level about 13and my pediatrician suggested nothing to worry after one day means 5 th day again done test 13.3 now my doctor saying phototherapy needed or else it effect brain and liver now what should I do now?
