Child Health Issues

My child is 1 month old. His belly button is always popped out and comes out more when he cries or streches himself. There is also a kind of very thin film kind of skin on the navel opening. MY 7 week old baby has got a hernia on her bellybutton but now she’s got like a red lip on her belly button I took her the doctors they said it was nothing to worry about but it was infected they give me cream to put on it but now there is dried green stuff coming of it and it’s bleeding a bit iv read up on the internet and it says it’s a umbilical granuloma

My baby got hit back side of his head. He was crying then u gave him food he omitted then de was like sleepy then still he was crying . Then again he omitted. Then I gave him bath. Afterwards he was ok then I gave him milk but he not omitted . He is active now he is playing. Is that I have to take hospital?
