My kid 6yrs is having a forehead temperature of 98.3 and neck temperature 99.3 neck feels hot than head , is this a fever , should i give her the fever meds Thanks in advance

My 20 month old is on breastfeeding, never introduced bottle. I want to stop breastfeeding during night . In my previous question, I have asked about alternative for breastfeeding during night, or it is not needed at all, if child is properly fed before sleep . I have got responses for cow milk or formula . The question is I have never used bottle for her and don't want to start at this age . How should I feed her cow milk during night? Shall I introduce bottle? Giving with cup is not feasible at all during night. Even during day time , baby refuses to accept glass for milk.
