Bone & Muscle problems

My mother have suffering heal pain for past 6 month's...we go to nearest hospital doctor get X ray ...he say bottom heal bone growing that why the pain comes and give some medicine but the pain not reduce...i attached x ray report...any improved  treatment have or surgical option...pls give best solution

I met with an accident around 3 years ago where I suffered muscle contusion in my right leg. The affected area starts from the lower half of my right thigh to 6 inches below my knee. Even after three years, I have edema in this area and it's very sensitive and painful to touch. Kindly advise the right treatment in this case.
