I m getting this(photo) kind of rash on my skin everywhere.and it ll be itching .. Pls tel me what to do

I went to the dermatologist today for the first time for pimples. He told me that these are because of white heads and blackhead on my face and prescribed me products. Now I am confused as to what to apply in the morning before make up. Should I apply the moisturiser before make up as well or only at night? Or should i apply my snail mucin before makeup, as I usually do? Attaching my prescription
