Skin, Hair and Nail Problems

My sister (22 years old) had developed multiple small round patches of lighter skin (no bumps) around her arm and neck 6 months ago. It was mildly itchy sometimes until now. Since last 6-7 days the color of the patches has darkened (darker than surrounding skin color) and the itchiness gone. Does it mean it's getting better? I had shared the pictures with a family doctor long time ago who identified the condition as Pityriasis alba (apparently called sihua in hindi) and had said no treatment required until it spreads further. But now the patches have spread quite a bit and more prominent. What should I do?

Hi, yesterday evening I saw red rashes on skin I am not sure how that happened. It had no sensation yesterday but today there is some itchiness and bit pain. I do have pet birds and I am not sure if that happened bcz of her claws . I don't remember her sitting there, thus I m not sure of anything.

My hair line has been reeceding since I was 18 now I am 20 do serums and hair oils reduce the forhead size ?
