Skin, Hair and Nail Problems

I am getting white scalps under beard and moustache and hairs some times. There are red marks when rhe scalp is Cleaned. after shaving the beard and doing regular shampoo. It gets almost not visible. Could any one please suggest diagnosis.

From a very long time since my father was about 24-25 years old he is having wart like tissue in the back which was initially very small but gradually it has increased now. But it was soft only but only few days later (after vaccination probably )  he experienced that it has tightened a little bit and he experienced slight pain in the near areas but now not having pain but it has hardened. Is It safe to surgically operate and remove it. Can anyone give some advise please.
