What is the best time for taking biotin tablet and vitamin c tablet. As am taking biotin tablet at night after my dinner. Is it good or not? And vitamin c tablet in the afternoon

I m 43 yrs male. From last 2-3 years black spots are developing in my both lower leg. Gradually these spots are increasing and it has come up to my knees level. I have consulted many doctors but no good result. Currently I m using ointment HALOVATE S and MELERIO CREAM. I want to know why these spots developed?? And how it can be treated properly. Plz advice me. Thanks.
