Skin, Hair and Nail Problems

The upper part of the back has dark patches which doesn't fade easily. There isn't any irritation or pain. Some region of the back also have small pimple like structures.

Too much of dry skin on palm and legs with irritation and urge to scratch it. Few years back took medication but stopped as it was having steroids content. Now it again emerged and sometimes it get cuts and even blood comes out of those cracks.

I am getting small small cuts on my forskin whether due to musterbation or cleaning. Not every time but it occurs weekly. I have this condition few months back. And it keeps coming back after that. It get healed everytime but again come back. After that I also see some white stuff getting accumulated inside forskin. Also sometime i can't pull back the forskin due to swelling. Please suggest what should I do. Whom to consult with. I didn't get this before, it happening for last 3-4 months
